State Election Commissions (SECs) across India, including the Rajasthan State Election Commission, exercise constitutional authority under Articles 243K and 243ZA of the Constitution of India for the superintendence, direction, and control of electoral rolls and the conduct of elections to Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs). While parliamentary and state assembly elections are conducted by the Election Commission of India, municipal corporations (Nagar Nigam), municipal councils (Nagar Parishad), municipalities (Nagar Palika), Zila Parishads, Panchayat Samitis, and Gram Panchayats fall under the direct purview of State Election Commissions.
Ward-Wise Electoral Roll Preparation from Assembly Databases
To prevent duplication of administrative effort while ensuring local accuracy, State Election Acts authorize State Election Commissions to adopt the latest Assembly Constituency electoral roll data published by the Election Commission of India and segregate it strictly along notified ward and panchayat boundaries.
- Boundary Mapping and Segregation: After the State Government notifies ward delimitation and boundary descriptions, District Election Officers (Panchayat/Municipal) map existing polling part sections to specific Gram Panchayat wards or Municipal wards.
- Draft Ward Roll Publication: Draft voter lists are published at Tehsil offices, Municipal headquarters, and Gram Panchayat Bhawans, inviting public claims and objections within the statutory window.
- Final Publication and Supplements: Following disposal of claims for inclusion, deletion, or ward-boundary correction by Electoral Registration Officers, final ward-wise voter lists are published with photo electoral rolls.
Constitutional Reservation Rotation and Non-Partisan vs. Party Symbols
Local body elections in India follow distinct statutory rules depending on the tier of governance:
- Gram Panchayat Elections: In states such as Rajasthan, Sarpanch and Panch elections are conducted on a non-party basis where candidates are allotted free symbols prescribed by the State Election Commission rather than national or state political party symbols.
- Urban Local Bodies and Zila Parishad / Panchayat Samiti Elections: Elections to Nagar Nigam, Nagar Parishad, Nagar Palika, Panchayat Samiti, and Zila Parishad wards allow recognized political parties to field candidates on official party symbols alongside independent candidates.
- Reservation of Seats: Seats for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and Women are reserved and rotated in accordance with Article 243D and Article 243T and state-specific municipal and panchayat legislation.
Civic Participation and Local Ward Governance
Local ward elections directly govern civic sanitation, street lighting, rural development grants, and community infrastructure across urban municipalities and rural Gram Panchayats.
